The dog's health is failing. It has a liver problem,a kidney problem, Crones disease, etc. One of the side-effects is it wants to go out to pee constantly.

No, seriously, it's not FAIR to the animal to ask it to suffer like this. More importantly, it's not fair the to the tenant in your basement to listen to the damn dog yip to be let in ever 30 minutes from 3:30 onwards. When the animal yips once, GET UP AND LET IT IN IF YOU WON'T HAVE IT PUT DOWN!
